Bugged Delay on Skills

So I'm not the only one that has this problem.

Skills such as shield and heals do not go off instantly. You get the buff instantly/skill goes on cd but it's like the game does not register it. I have died so many times after popping my shields or heals and it's like they don't do anything until a second after which is not retail-like at all.

They should go into effect right away!
