Siege Transforms

What are peoples' thoughts on limiting the amount of transforms each faction can have? The default setting of 100 max transforms is way too much for a private server, especially at the rate we gain AP. I know that other private servers I have played on limited the amount of transforms to fit the population better, and I think that is actually a healthy change for sieges. My ideal number would be to just allow governors and commanders to xform (top 3), and lock every other rank out, but I would like to see what other people think about this.

Should be atleast 1/2 that amount imo.
